When OpenAI began slipping ads into ChatGPT, the obvious question was whether it would ever amount to more than a quiet test. The answer, this month, is taking shape. The company's advertising pilot has crossed out of North America for the first time and picked up the kind of features that separate a real ad platform from an experiment.

Across the Atlantic

ChatGPT ads have gone live in the United Kingdom, the first market OpenAI has opened outside North America, Australia and New Zealand, according to the advertising trade publication PPC Land. The same reporting points to a wider rollout in the coming weeks, with Japan, South Korea, Brazil and Mexico named as the next stops. For a product that reaches hundreds of millions of weekly users, even a cautious international expansion is a serious commercial signal.

From placement to performance

The bigger shift is under the hood. On 5 June, OpenAI began rolling out conversion-optimized campaigns to eligible advertisers, PPC Land reported. That is the moment an ad system stops simply showing messages and starts steering toward outcomes, optimising for the actions advertisers actually care about rather than raw impressions. It followed earlier additions to the ChatGPT Ads Manager beta, including daily budgets and geographic targeting down to the state, metro and postcode level.

None of this is happening without friction. Marketers testing the platform have reported low click-through rates and a steep cost of entry, the usual growing pains of an ad surface that users did not arrive expecting to see advertising on. People come to ChatGPT to get something done, not to browse offers, and an assistant that pushes products risks denting the trust that made it useful in the first place. OpenAI is clearly aware of the tension. The slow, market-by-market pace looks designed to test how much advertising the experience can carry before it starts to grate.

Why OpenAI is doing this anyway

The motive is not mysterious. Running frontier models is enormously expensive, and subscriptions alone may not cover the bill. Advertising offers a second revenue engine that scales with the free user base rather than against it, which is why the move sits alongside OpenAI's other commercial maneuvers this year, including putting its models on Oracle Cloud and reshaping how enterprises buy compute. A company reportedly preparing to go public needs to show diversified income, and ads are the most proven model the consumer internet has.

The interesting test is not whether OpenAI can sell ads. It clearly can. The test is whether it can sell them inside a chatbot without making the chatbot worse. That balance, more than any geographic milestone, is what the next few months will reveal.
