For a while the story of AI infrastructure was a story about chips. Whoever could buy the most GPUs would win. That is no longer the binding constraint. The thing in shortest supply now is electricity, and more precisely the ability of the grid to deliver it to a specific patch of ground where a company wants to build.

The numbers explain the strain. A traditional server rack draws somewhere between 5 and 15 kilowatts. A rack packed for AI training can pull 30 to more than 100. Cluster thousands of those together and a single campus starts to look like a small city in its demand, arriving all at once, in places the grid was never planned to serve. Site selection has quietly become a hunt for available megawatts rather than cheap land.

Regulators take notice

In June the Federal Energy Regulatory Commission stepped in. On June 18 it ordered six of the country's largest grid operators to explain how they will connect new data centers faster, giving them roughly 60 days to file revised interconnection rules. Those filings come due in the middle of August, so the industry is about to get its first look at how the operators intend to handle a wave of requests that has swamped the normal queue. The order does not build a single transmission line, but it is an admission that the current process cannot keep pace.

Buying the power plant

The companies are not waiting for the grid to catch up. Faced with connection queues measured in years, the largest AI builders have started reaching past the utilities and toward generation itself, signing deals for nuclear output, funding new gas plants, and in some cases planning to own power directly. That is a real change in posture. A software company does not usually want to be in the electricity business, and the fact that several now do says something about how tight the supply has become.

The bill lands somewhere

All of this raises a question regulators are only starting to face. When a data center's demand forces a grid upgrade, who pays for it, the company or the households on the same wires? Several states are already fighting over exactly that. The compute buildout we keep writing about in dollars has a physical footprint, and that footprint is starting to show up on other people's utility bills.
